Abstract

To address a persistent crime problem in a large, high crime apartment complex occupied by Latino and Vietnamese immigrants in Garden Grove, California, the local police department opened a storefront office. The purpose of this study was to examine the impact this community policing effort had on the residents of the complex in terms of reducing fear of crime and improving attitudes towards the police. A questionnaire was administered to the residents before opening the storefront office and at the conclusion of the project. Despite group differences, the results revealed that the intervention had a positive impact on both groups. Overall, Latinos reported less fear of crime after the intervention and improved perception of the police. The Vietnamese reported more fear of crime than Latinos (pre and post) but less fear of crime after the intervention. However, their attitudes towards the police, which were very positive on the pretest, did not improve on the post‐test.

Abstract

This article presents research findings on Operation Roundup, a project initiated by the Santa Ana Police Department in Santa Ana, California. The covert police operation was designed to curtail gang activity in a specific neighborhood by securing indictments and arresting 130 violent gang members belonging to the notorious Sixth Street gang. A purposive sample of community members, selected from the neighborhood where the gang members operated, were surveyed before and after the intervention about their fear of crime and perceptions regarding the effectiveness of local law enforcement. The results revealed a decrease in perceptions related to the fear of crime but little change in attitudes toward the police. However, the covert police operation successfully eliminated the Sixth Street gang and their criminal activities from the neighborhood.

Abstract

Neoliberal political leaders such as Prime Minister Margaret Thatcher (1979–1990) and President Ronald Reagan (1981–1989) heralded entrepreneurs as capitalist heroes, yet for the most part, the policies they enacted did not help real entrepreneurs. Their image of a self-made entrepreneur who thrives in the absence of government action was fundamentally flawed. Their ideology impaired their ability to promote entrepreneurship because they viewed support for entrepreneurs primarily in negative terms as the removal of government tax and regulatory burdens rather than in positive terms as the cultivation of a dynamic market infrastructure. This article presents this argument in four steps, focusing on the US case: (1) how neoliberal reforms embodied internal contradictions; (2) how reforms to market governance undermined entrepreneurship; (3) how other neoliberal policies also failed to support entrepreneurs; and (4) how policies that violated neoliberal principles, such as industry and technology policies, were actually more supportive of entrepreneurs.

Abstract

A major consequence of global environmental change is projected to be the alteration in flood periodicity, magnitude, and geographic patterns. There are a number of extant methods designed to help identify areas vulnerable to these consequences, the construction of composite vulnerability indices prominent among them. In this paper we have implemented the Order Rated Effectiveness (ORE) model (Klimberg & Ratick, 2020) to produce composite flood vulnerability indicators through the aggregation of six constituent vulnerability indicators future projected for 204 hydrologic subbasins that cover the contiguous US. The ORE aggregation results, when compared with those obtained using the Weighted Linear Combination and Data Envelopment Analysis, provided a more robust and actionable distribution of composite vulnerability results for decision-makers when prioritizing Hydrologic Unit Codes for further analysis and for effectively and efficiently implementing adaptation and mitigation strategies to address the flooding consequences due to global climate change.

The various forms of retribution that whistle blowers endure, at the hands of their employers, both financially and psychologically for having attempted to correct mismanagement, fraud, and dishonesty are often times too much for the whistle blower to bear (Glazer and Glazer, 1986, August). Careers are put into jeopardy because individuals with strong ethics decide to pursue lawsuits against their employer. For instance, US Forest Service employees have found their careers ruined through either demotions or loss of job when caught speaking out in favour of the environment or sound science, or when simply obeying the law (Schneider, 1991, July/August).

Abstract

Purpose

The existing literature on abusive supervision, defined as a perception by subordinates that their supervisor displays hostility toward them (but falling short of physical abuse), is deficient insofar as it fails to account for workgroup differences in employees' perceptions of abusive supervision. We therefore sought to study such differences, which refer to as “abusive supervision dispersion (ASD).”

Methods

We interviewed 40 employees from a variety of organizations in Australia, focusing on the role of affective events in ASD dynamics, with a view to understanding how this phenomenon relates to individual and team processes.

Findings

We found that ASD stimulates employees to harbor negative emotions and resentment toward their supervisor, causing them to perceive even positive events negatively. We found further that, while low ASD facilitates team-member exchange by forcing abused members to band together resulting in low team conflict, high dispersion facilitates formation of subgroups and high team conflict.

Implications

These findings illuminate the paradoxical nature of ASD and suggest that employees experience dispersion through three paradoxes: (1) dispersion paradox, (2) resentment paradox, and (3) team paradox. Overall, these findings suggest that subordinates' perceptions of high ASD are associated with detrimental impacts on team performance.

Purpose

Due to climate change and an increasing concentration of the world’s population in vulnerable areas, how to manage catastrophe risk efficiently and cover disaster losses fairly is still a universal dilemma.

Methodology

This paper applies a law and economic approach.

Findings

China’s mechanism for managing catastrophic disaster risk is in many ways unique. It emphasizes government responsibilities and works well in many respects, especially in disaster emergency relief. Nonetheless, China’s mechanism which has the vestige of a centrally planned economy needs reform.

Practical Implications

I propose a catastrophe insurance market-enhancing framework which marries the merits of both the market and government to manage catastrophe risks. There are three pillars of the framework: (i) sustaining a strong and capable government; (ii) government enhancement of the market, neither supplanting nor retarding it; (iii) legalizing the relationship between government and market to prevent government from undermining well-functioning market operations. A catastrophe insurance market-enhancing framework may provide insights for developing catastrophe insurance in China and other transitional nations.

Originality

First, this paper analyzes China’s mechanism for managing catastrophic disaster risks and China’s approach which emphasizes government responsibilities will shed light on solving how to manage catastrophe risk efficiently and cover disaster losses fairly. Second, this paper starts a broader discussion about government stimulation of developing catastrophe insurance and this framework can stimulate attention to solve the universal dilemma.

Larger numbers of students are entering higher education with more diverse learning needs. While laws are in place to create equal access to education for all, government-mandated learning supports for students with documented disabilities vary significantly from K-12 education to higher education. Universal Design for Learning (UDL) is a course design framework based on Universal Design in architecture, neuroscience research, and the latest technology, to design learning environments and curriculums that are accessible to all students in every learning environment. This chapter reviews literature on the history of Universal Design concepts, starting with Universal Design in architecture and moving into UDL. A review of the learning preferences of Millennial students, along with the neuroscience of learning and its connection to the principles of UDL, is also included in the literature review. This chapter also includes a section on Dr. Buckland Parker's study which documents four faculty members who chose to work with a small team of faculty development specialists to redesign their large enrollment courses using the principles of Universal Design for Learning.

Abstract

In this chapter, the authors present a conceptual perspective on resilience that is grounded in self-regulation theory, to help address theoretical, empirical, and practical concerns in this domain. Despite the growing popularity of resilience research (see Linnenluecke, 2017), scholars have noted ongoing concerns about conceptual confusion and resulting, paradoxical, stigmatization associated with the label “resilience” (e.g., Adler, 2013; Britt, Shen, Sinclair, Grossman, & Klieger, 2016; Luthar, Cicchetti, & Becker, 2000). The authors seek to advance this domain via presenting a clarified, theoretically grounded conceptualization that can facilitate unified theoretical advancements, aligned operationalization, research model development, and intervention improvements. Resilience is defined here as continued, self-regulated goal striving (e.g., behavioral and/or psychological) despite adversity (i.e., after goal frustration). This self-regulatory conceptualization of resilience offers theoretically based definitions for the necessary conditions (i.e., adversity and overcoming) and outlines specific characteristics (i.e., unit-centered and dynamic) of resilience, distinguishes resilience from other persistence-related concepts (e.g., grit and hardiness), and provides a framework for understanding the connections (and distinctions) between resilience, performance, and well-being. After presenting this self-regulatory resilience perspective, the authors outline additional paths forward for the domain.
